A group of Finnish boys are shown being sworn in as civic guards in Helsinki, the capital of Finland, as the little Northern country prepares for any national emergency. The part that even the youngest Finns will play in the event that there is not a peaceful solution to the differences between Finland and her big brother, Russia, was indicated on November 2, when Finland's foreign minister Eljas Erkko declared that the Finnish people "recognize that if dangers are to be overcome, it may be that we must throw into the scale all we own."
