Bombs - Atomic - Committee. Washington, D.C. Chairman Brien McMahon, of Connecticut, called his Senate Atomic Energy Committee into secret session today to study the effectiveness of the 1917 Espionage Act as it would apply to protection of America's atomic bomb production. Major General Leslie R. Groves, who directed the atomic bomb project, testified before the committee today. Photo shows, left to right: Senator Brien McMahon, of Connecticut, Senator Arthur H.
