Representatives of the United States, Britain, and Canada begin a series of "exploratory discussions" on joint research and development of atomic energy in Washington. Seated are British Ambassador Oliver Franks, Assistant Secretary of State James E. Webb and Canadian Commerce Minister C. D. Howe. Rear are Sir Derick Hoyer Millar, British Minister to the US; William Webster, deputy to the Secretary of Defense for Atomic Matters, and Sumner Pike acting chairman of the Atomic Energy Commission.
