Washington, December 15 - A pen for an idea - President Nixon, seated, shakes hands with Representative Norman Lent, Republican-New York, in the Oval Office of the White House Saturday morning after the Chief Executive signed a bill that will temporarily place the United States on daylight saving time. In giving the pen used to sign the bill to lent, Nixon said, "Since you got the idea before the Congress, you get the pen."
