Washington, March 26 - Acts in waterfront dispute - Arthur Leff, National Labor Relations Board examiner, poses in his office today after he recommended setting aside the bargaining rights election apparently won by the International Longshoremen's Association on the New York Waterfront. He did so on the grounds that the independent union was responsible to voting day violence and intimidation.
