Vivien Kellems, Connecticut industrialist, told the Treasury Department that the $1685.40 she deducted from her 1948 income tax was no error. It was deliberate, she said. Miss Kellems has waged a one-woman war on the Treasury Department over her refusal to collect withholding taxes from her employees.
