Home repair fraud issue 4 charged with theft in rackets crackdown Four men were charged today with theft by fraud in the first three cases accepted by the district attorney's office in its campaign to rid New Orleans of alleged home improvements rackets. Lester Love, 2335 Rex Place, Salvador Papa, president of Superior Finance Plan, Incorporated, 1210 Maison Blanche Building, and Joseph L. Maletesta, 416 16th Street, were charged with theft by fraud in the amount of $5,100.
