Ralph Handlin, who worked himself up from the very bottom of the post office ladder to the post of assistant postmaster during more than 40 years of service, retires today and heads for California and a rest. Yesterday he was presented with a handsome suitcase and military set by fellow employees. He's seated and left to right are: Mrs. Ellen Smith, Charles Jervis, Luouis Fossier, and Mrs. Ethel Brandao. His successor has not been named.
