The FLIP, short for floating instrument platform, flipped successfully in a test in Puget Sound yesterday. The 355-foot long boat, which floats like any other boat, is constructed so that flooding its after section sends the stern deep in the water while the bow climbs straight up. It is designed to serve as a manned buoy from which to study ocean depths. The creation of a team of scientist at the Scripps Institute of Oceanography, it will be towed to San Diego
