Winnipeg has home rule. --- States Righters Scored At Mayors' Congress -- States Rights governors who complain about federal encroachment of their powers while they destroy their cities' home rule are "a bunch of hypocrites." Daniel W. Hoan, former Socialist mayor of Milwaukee, said he would ask the third Inter-American Congress of Municipalities to stand up for cities' rights as "the real bastion against totalitarianism." Hoan is the only U.S. representative on the Congress board of governors. --- Winnipeg's mayor Garnet Coulter and his wife were here for his third visit "It's only since the war that we have been trading with Latin America, and our exports and imports to that area, especially Mexico, are phenomenal," Mayor Coulter said. "We are growing into the Pan-American community, and we like it."
