Warren Widener celebrates at a victory party following his election as Berkeley's first Negro mayor. Widener's victory and the election of three self-styled radicals to the city council have given Berkeley's young liberal and radicals a 4-4 split in city council voting and control of -- well, at least half of the establishment.
