1963 Press Photo Motorists from Jefferson Parish and Orleans Parish in Louisiana

Is this a speed trap? - Maybe not intentionally, but as a practical matter it is. The motorists at the right of the picture are driving from Jefferson Parish into Orleans Parish and driving the legal Jefferson speed limit of 40 mph. The minute they cross the Orleans Parish line, however, they become lawbreakers. The Orleans speed limit is 35 mph, but the city of New Orleans has posted no signs to advise motorists.
