Washington, March 11 - Prepared to answer - Secretary of State Dean Rusk opens record files as he prepared to answer questions of the Senate Foreign Relations Committee today at the Capitol. The committee is holding hearings on the President's new foreign aid budget but the session is expected to cover Vietnam and other overseas policies.
