Brussels, May 12 - for the Dutch master - Joseph Luns, Dutch foreign minister, sniffs a cigar presented to him by West German Foreign Minister Walter Scheel, left, at a meeting in Brussels Wednesday on Britain's entry into the Common Market. Scheel brought the cigars in expectation of an all-night meeting.
