Washington, December 17 - An eastern outlook - Newly-designated Secretary of the Interior Rogers C.B. Morton says that as an easterner he'll bring an objective viewpoint to the job usually held by someone from the West. The Maryland Republican congressman was named by President Nixon to replace Walter J. Hickel, who was from Alaska.
