Description
The cluttered and bottlenecked port of Saigon could spell life or death in the fight against inflation by the Vietnamese government. U.S.-made goods are needed to drive down prices, but confusion, delays and thievery have slowed imports and caused many of them to end up on the black market, as shown at right, or in communist hands.
