1967 Press Photo Representative William F. Ryan of New York Talks Apollo Program

Representative William F. Ryan, Democrat-New York, today discussed a report on the Apollo program which was made 13 months before the tragedy which took the lives of three astronauts. Ryan said the report by a space official found that in the plant of the prime spacecraft contractor "effective planning and control . . . does not exist."
