Stanley Ruttenberg swears in as assistant labor secretary, Wash. Stanley H. Ruttenberg is sworn in today as Assistant Secretary of Labor for Manpower with his wife holding the Bible during a White House ceremony. Secretary of Labor W. Willard Wirtz administered the oath of office. President Johnson watched the ceremony and spoke on manpower problems.
