Washington, September 4 - Former POW's recognized - Acting Secretary of State Kenneth Rush, right, presents the State Department Tribute of Appreciation to four non-U.S. prisoner of returnees Tuesday in Washington. Receiving the tributes, from left, are: Monika Schwinn, West Germany; Marc Cayer, Canada; Candido Badua, Philippines, and Arturo M. Balagot, also from the Philippines. Schwinn was captured in 1969, the three men in 1968.
