Kenneth Robinson of Nashville, Tennessee, a Harvard University freshman who, at 17,is the Nixon administration's youngest appointee, tells newsmen at the White House today of work with the mentally retarded. Robinson and others of the President's Committee on Mental Retardation met with the President before he announced an expanded program to cut retardation occurrence. At right is Elliot L. Richardson, Secretary of Health, Education and Welfare.
