Sec. of State William Rogers is greeted by his wife, Wash. D.C. Putting a hand to his cheek after being given a welcome kiss by his wife is Secretary of State William P. The secretary dismissed as "mere propaganda" unofficial North Vietnamese hints that the Communist side would be ready to swap the release of prisoners of war for a fixed date of American troop withdrawals.
