To the rest of the world the man receiving all of the attention is the Secretary of State William P. Rogers, but to Cynthia, left, 3, and Jessica Marshall, 5, he is grandpaw. The girls are the daughters of Mrs. Donald J. Marshall of Manhattan Beach, California, who visited Washington on vacation.
