Washington, May 26 - Soviet flag at half staff - The Soviet Union flag atop that nation's embassy in downtown Washington flies at half staff today in honor of John Foster Dulles, target of harsh criticism by Russian officials during his tenure as secretary of state. Soviet Foreign Minister Andrei Gromyko is flying here to attend Dulles' funeral tomorrow.
