Washington, January 29 - Living cost up again - Dr. Joel Popkin of the Bureau of Labor Statistics displays graph of the cost of living today. The bureau announced that costs went up by five-tenths of one percent in December . This wound up 1970 as the second worst inflationary year i the past 20 years.
