French President Georges Pompidou gestures during his news conference in Elysee Palace in Paris Thursday. Pompidou said the international monetary system was "in ruins" following President Nixon's measures to protect the dollar abroad. In a wide-ranging news conference Pompidou insisted the measures were taken illegally and contended the United States was unwilling to "negotiate usefully" on the crisis.
