Frenchmen voted Sunday to send former Premier George Pompidou and interim President Alain Poher into a runoff presidential election June 15 in which Communist votes could decide which of the two middle-of-the-road candidates would replace Charles de Gaulle. Running virtually as strongly as de Gaulle did in the first round of the 1965 presidential balloting, Pompidou polled near 45 percent of the votes.
