New York City Mayor John V. Lindsay is convulsed with laughter by remark made by his Moscow counterpart Vladimir Promyslova, during Russian's visit to City Hall today. Lindsay, plagued by many such strikes, asked Promyslova how he handles threats of municipal employees to strike for higher wages. The answer: "In 50 years of Soviet power this has never happened."
