Assistant Secretary of Labor James J. Reynolds, center, early this morning announced a settlement agreement in the 39-day airlines strike, subject to a vote of approval by the striking members of the AFL-CIO International Association of Machinists. Flanking Reynolds are William Curtin, spokesman for the airlines and P.L. (Roy) Siemiller, President of the International Association of Machinists.
