Senator Edmund Muskie of Maine comments on President Nixon's State of the Union at a news conference in Sacramento today. The unannounced Democrat hopeful said he was in basic agreement with the President's six major goals but seemed to try to shift blame to Congress for continuation of the Vietnam war and rising unemployment. Muskie came to the California capital city to address the Democratic State Central Committee Convention meeting here.
