Consumer advocate Ralph Nader, above, was the leadoff witness today at the Senate Judiciary subcommittee on Separation of Powers began hearings Tuesday on a bill that would give Congress the power to override presidential impoundment of appropriated funds. Senator Sam J. Ervin, Jr., D-NC, is chief sponsor of the bill and it is his Judiciary subcommittee that is conducting the hearings
