Senator Edmund S. Muskie, D-ME, gestures emphatically at a news conference in Washington, defending his efforts to clean the air. Under heavy fire from a team of Ralph Nader's student investigators, Muskie said: "We intend to strengthen the law this year." He said implementation of 1967 anti-pollution legislation "has not proceeded as rapidly as possible."
