David Rockefeller, left, New York banker, talks with Senators Jacob Javits, R-NY, center, and Abraham Ribicoff, D-CT, today during a recess in a Washington hearing on the problems of cities and what the federal government should do about them. Rockefeller told a Senate Government Operations Subcommittee headed by Ribicoff that the rebuilding of cities is primarily a task for private enterprise.
