Little Rock, Arkansas, December 3 - Highway appointment coming up - Governor-elect Winthrop Rockefeller (right) listens to a question put to him at a news conference in which he announced that he planned to name Lawrence Blackwell (center) to the Arkansas Highway Commission. Blackwell is a former member of the commission and co-author of the Mack-Blackwell Amendment. Also at the news conference was State Senator Morrell Gathright.
