Einar O. Mohn, 54, of San Francisco, president of the 400,000-member Western Conference of Teamsters, may be the successor to Teamster boss James R. Hoffa. Mohn, who never was a trucker, started out as a bacteriologist in Washington state and later became a union organizer.
