Delegates from 14 North Atlantic Treaty Organization member-countries listen Monday as the North Atlantic Assembly opens it meeting at the Hague, in the Netherlands. Among the speakers was West German Defense Minister Helmut Schmidt who declared that his nation's efforts to improve relations with the Soviet Union was "firmly embedded" in a strong alliance with the United States and Europe.
