Representative Adam Clayton Powell addresses a news conference today at the Abyssinian Baptist Church in his Harlem constituency in New York. Powell, who was given his House seat back yesterday but with a $25,000 fine and no seniority, said he would try to regain some of the powers he held as chairman of the House Education and Labor Committee by authoring a resolution that would put him in charge of an antipoverty subcommittee.
