North Dakota Congressman Thomas S. Kleppe has conceded that his private fortune of more than $3.5 million could involve him in a conflict of interests with his House of Representatives duties. He says he intends to avoid such a pitfall, if a direct conflict ever arises, by voting "present" instead of "aye" or "nay" A 1964 photo.
