Washington, D.C. Ralph Nader, the advocate for consumer interests, tells a news conference today that government officials at all levels are dodging the Freedom of Information Act. Nader gathered a group of students for an in-depth, summer-long study of federal agencies dealing in problems of interest to society. "The Freedom of Information Act," they said, "designed to provide citizens with tools of disclosure, has been regressively forged into a shield against citizen access."
