Downing Musgrove, 61, talks by phone to a well-wisher Wednesday in Atlanta. Musgrove, named to succeed Bert Lance as head of the State Transportation Board, was one of nearly two dozen persons indicated 30 years ago in what some say was a political fight between Governors Ed Rivers and Eugene Talmadge. All of the charges eventually were nol prossed, meaning that no action was ever taken.
