John S. (Bud) Palmer, 42, and six feet, five inches tall, stands in front of New York's City Hall. He's the city's new official greeter, by appointment of Mayor John V. Lindsay, with the title of Commissioner of Public Events and $1 a year salary. Palmer was a basketball star at Princeton and with the New York Knickerbockers and now is a free-lance sports announcer and television producer.
