1972 Press Photo Montreal meteorologist Bernard Power shows cloud-seeding device

Montreal meteorologist Bernard Power shows a cloud-seeding device he invented and which he claims the United States government is using to make rain over the Ho Chi Minh trail in Vietnam. Power says American forces used about $95 million worth of the cannisters to extend the monsoon rains over the trail and he is suing the United States for that amount.
