James T. Ralph, a former assistant Secretary of Agriculture who was fired for using Billie Sol Estes' telephone credit card for his own calls, waits to testify today before a House subcommittee delayed resumption of its hearings this morning and went into executive session to argue whether or not Robert Manuel, counsel to the Republican members of the group, should be fired. Manuel is accused by Democrats of leaking information on the Estes case.
