Ambassador Juan Plate of Paraguay, announced tonight that the United States and Panama have agreed to re-establish diplomatic relations "to seek a prompt elimination of the causes of conflict" over the Panama Canal. Plate, seated, is chairman of the special committee of the Organization of American States set up to investigate the Panama Canal crisis. Other members of the committee are standing, from left: Ilmar Penna Marinho of Brazil; Vicente Sanchez Gavite of Mexico; Emilio Oribe of Uruguay, and Gonzalo J. Facio of Costa Rica.
