An outsider in the race for leadership of the British Conservative Party, Enoch Powell, 53, former health minister, leaves plane at London's airport today after return from a trip to Manchester. He was one of the three men nominated by the party for its leadership. Election of the leader will be made by secret ballot tomorrow.
