Alex Quaison-Sackey of Ghana, 40, is to be elected President of the United Nations General Assembly on Tuesday. He will be the youngest president and the first African Negro in the post. Oxford bred, he has been head of Ghana's United Nations delegation since 1959. He lives with his wife and five children in New Rochelle, a New York suburb.
