Representative Otto Passman, D-LA, chairman of the House Appropriations Subcommittee on Foreign Operations is pictured in his office ready to do battle against waste in foreign aid appropriations. Passman says, as individuals we are check grabbers, and that as a nation we are grabbing checks all over the world. He feels partly vindicated in his long campaign by the recent criticism of the aid program by the president's committee headed by General Lucius Clay, but Passman feels that even a $2.5 billion program would be ample.
