Anti-Castro Cuban exiles gather today at the base of the Simon Bolivar statue in Washington near the Pan American Union where the Organization of American States is holding a meeting of hemisphere foreign ministers. The demonstration was to demand "drastic action" against the Communist regime of Fidel Castro. Costumed Theresa Garcia, portraying Cuba in chains, is in the foreground. Bolivar was the liberator of South America.
