Three sections of the $4 million downtown Monroe, Louisiana expressway were dedicated completing the business route for Louisiana 15 and U.S. 165. State Highway Board Chairman James W. Moore of Monroe (left) and Monroe Mayor W.L. Howard (right) officiate, assisted by Mrs. Moore (center), Mrs. Howard (second from right) and Mrs. Christine Sallee, the Moore's daughter.
