Dr. Arthur M. Okun, chairman of the Council of Economic Advisers during the Johnson administration, testifies Wednesday in Washington at a hearing by the Joint Economic Committee. He told the panel that President Nixon's tax proposals would "fracture" the American consumer and cause 'the entire calendar of social progress in this country to slip."
