Members of New York City's controversial Civilian Police Review Board, voted out of existence yesterday, march down the steps of City Hall today after submitting their resignations. Move followed a conference with Mayor John Lindsay. They are, from left, Thomas R. Farrell, Dr. Walter I. Murray, Dr. Algernon David Black and Manuel Diaz. These are the four civilian members of the board not associated with the police department.
